Does colonial refer to a country that once was a colony in previous centuries or does it refer to something more current?

Besides, I'm with Sharkmeister on this one. It doesn't make sense and doesn't seem in any way relevant.

its a reference to current times and thought processes as all our life experiences influence our opinions

hence when previously using the reference, it incited great vitriol
